Introduction
Maharashtra State Handicapped Finance & Development Corporation,
(Maharashtra State Undertaking) is a State Channelizing Agency implementing all
the schemes relating to finance & development of physically handicapped
persons in the State of Maharashtra. The Corporation is established vide Govt.
of Maharashtra in Social Justice, Cultural Affairs, Sports & Special
Assistance Deptt’s Resolution dt. 21/11/2001 & started functioning with
effect from 3/12/2002 i.e. World Disabled Day.
To undertake, carry on, assist, assist to carry on and promote economic
development activities including self employment and other ventures for benefit
and economic rehabilitation of handicapped persons regardless of their
religion, sex, caste and age, in collaboration with State Government Ministries
/ Departments; extend financial assistance / loans / concessional finance to
handicapped persons for implementing economically and financially viable
schemes / projects, to grant loans to the handicapped for pursuing education at
graduation and higher levels, to assist in Upgradation / improvement of
technical and entrepreneurial skills, to set up training, quality control,
process development and other infrastructural development activities aimed to
achieve economic rehabilitation / upliftment of handicapped persons, to assist
other organizations engaged in rehabilitation of the handicapped by providing
financial assistance, to assist business run by handicapped persons in
procuring raw materials and marketing finished goods and to work as an Apex
Institution for the State of Maharashtra for channelizing the funds received
from State Finance Corporation or the Central Government / State Government /
Union Territories / Voluntary Government / Non-Government Organizations of
Foreign agencies.
Maharashtra
State Handicapped Finance and Development Corporation (MSHFDC) are engaged in
disbursement of financial assistance to the targeted communities/sections of
the State population in the form of term loans from the funds mainly received
from National Agencies viz. National Scheduled Tribes Finance and Development
Corporation, National Minorities Development and Finance Corporation and
National Handicapped Development and Finance Corporation under various
sanctioned schemes. These Companies also implemented schemes of Direct Loans,
Educational Loans and Micro Finance Scheme out of their own funds received from
GoM in the form of equity contributions.

Background of the Study
In order to translate the
aspirations of Persons with Disabilities into reality it becomes imperative to
take stock of what is the current situation with respect to the ‘excluded
populations’ and then plan to build on the same. The Indian 11th Five Year Plan
(FYP) places strong emphasis on inclusive and rapid poverty reduction and among
the key strategies proposed by it, is the accelerated support to decentralize
and outcome based planning. It expects to improve the effectiveness of
development programmes and to facilitate inclusive growth, the latter by
ensuring equitable participation and benefit sharing by disadvantaged social
groups.
In 2008, UNDP, India in
partnership with the Planning Commission launched the Livelihood Promotion
Strategies Project in the country focused on seven states. The project
recognizes that the seven UN focus States (Bihar, Chhattisgarh, Jharkhand,
Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh) have relatively higher
concentration of poor and disadvantaged groups than other States. These
disadvantaged women and men have limited livelihood options and are highly
dependent on agriculture and the informal economy.
Disabled people are
considered unproductive human resources. Quite often people think disabled
means double loss of society viz. loss of manpower as disabled cannot do
anything, and loss of money because they become burden on family/society. This
is myth, because many disabled have proved their mental, intellectual and
physical ability in various fields. The disabled can lead an independent life,
if they are provided adequate opportunities at right time.
It has been a challenge to
the author of this book to continue to reflect the present state of the field
and provide a description of the dynamics of various fields of practice as they
have emerged and the entire social problem which they seek to ameliorate. The
outcome of this effort has been a new edition with significant change from the
previous one. The Government, both Central Government as well as State
Government have provided several facilities and benefits to disabled for their
upliftment, but due to lack of proper information and awareness, many disabled
could not be benefited. This book is a sincere attempt, made by author to
bridge this gap. The book contains elaborate information on self-employment and
brief information on other concessions and benefits, including legal rights
provided by Government. This reflects the author’s grasp over a very difficult
issue of immense importance.
